You are allowed to use Pokemon from the NU (http://www.smogon.com/dp/tiers/nu) tier or any NFE (http://www.smogon.com/dp/tiers/nfe) (not fully evolved) Pokemon. That means stuff like Kadabra, Vigoroth, Rhydon, etc are allowed. Note that a few NFEs are actually classified as UU/Uber, which means you cannot use them. Gah. It's so hard to make a team >_<. The minimum power for NU is a LOT higher than in Advanced. Medicham, Walrein, Cradily, Lapras, are all NU!? It's really quite insane!
