VAPOREON are more usually kept as pets than used by POKEMON trainers to battle with. This could be because of its dislike towards roughness.

VAPOREON can use its scales to absorb water in a way that heals itself. It is sometimes mistaken for a mermaid.
VAPOREON's entire life revolves around water, due to the nature of its transformation from EEVEE. It can even imbue water to strengthen itself.
I think that's enough riffing on the Water Absorb idea. It's pretty awkward on all counts.
