I think the hair can be a bit longer on the front facing and back facing sprites though.

That's not new, zero. Claire did in GSC/HGSS, and hell, in GSC, Lance did.

Lance wasn't a gym leader in GSC but I didn't remember Clair doing it.

Since we are using FRLG map tiles, shouldn't character icons be done in FRLG style as well? These look like RSE style to me.

These seem fat enough to be FRLG style, I don't see too much of a discrepancy.
