Well for starters, the logic behind 3 beating a value of 3 (it happens) is nonsense anyway, but...
If there is, say, a three on the board and you place a card with a value of three, you'll capture that card.
But if you play a card, value of 4, that the other card resists (-1), it wont capture it.

In short:
freshly placed 3>3
3> freshly placed 4-1 (minus one coming from a type resistance)

Either it should be playing 3 on a 3 results in no capture or playing a 4-1 on a three results in a capture.
