Most I can really say is what IB has already stated. Well, I have one thing to say, the top of the Sacred Veil seems just a little too rounded to me. Maybe make it straighter, or more oblong?
Here are a couple Sacred Veils.

I'm kind of liking the second sacred veil, and the last or third, going left to right then down a row, magic herb.
The second Sacred Veil is a vast improvement over the first. I just wish it looked more sacred somehow, but it'll do for now. There's nothing really wrong with the sprite besides being a little plain.
As for the herb, it still looks really good (every version, I like them all) but you haven't really broken the symmetry I was talking about. This will do, but can you try rotating the three-leaf pattern a bit so the front leaf points forward and a bit to the left, the leftmost leaf points a little bit back and the rightmost leaf points a bit forward?
I can't really think of a way to make the Sacred Veil less plain right now, but hopefully I'll come up with something eventually.
Anyway, I tried changing the leaves on the Magic Herb like you said.
The leaves are perfect! That looks amazing.
How's this for a Solar Cell?
Too large, unfortunately. It also suffers from that problem with most people's item sprites, which is that it's just floating upright in midair rather than lying down, and the beam of light seems out of place.
If you could make it smaller, and lie it down as if it were on a table, then we could start making some more edits to make it workable. I could see the concept working though, it's kind of like those solar generators that use a bunch of mirrors to focus sunlight to one specific point to be heated.
Not sure how to make it lie down but I made a smaller one.
I'd say that's better. It looks wearable now, too, kinda like a wristwatch. Still, I'm with IB in that it needs a different viewing angle.
I tried changing the angle, but I think maybe someone else could have a fiddle with it.
What's that part on the top?
It's the third solar panel, the two others seemed too small so I added another one.

I made the lens smaller as it didn't look right and added legs to make it stand up, though that
makes it look cumbersome.
Yeah, it won't work unless it's lying down as if on a table. The lens does look better.
What are the dimensions for the item sprites supposed to be, anyway?

Not a lot of space to work with, I'll admit, but you are allowed to exaggerate the details a little.
I haven't bothered wih#th shading yet, I just need to know if it looks like it's lying down.

Well, you're on the right track, but it's still floating, sorry! A couple of things that might help:
Rotate it 90 degrees clockwise. That's how most Pokemon item sprites work.
Think of a cylinder lying on a table, you should be able to see the width of the side, and an oval, rather than a flat circle. From there placing your reflectors will be easier.
It's all about perspective. If something is lying down it'll be more vertically squished and slanted.

Alright, something that could give you a little more space to work with is to rotate it a little counterclockwise so that the reflectors are still diagonal. That'll help extend the illusion to the large reflector as well and that will generally fit the space you're given better. It is looking less like it's floating in midair though, that's good.
The change is barely noticeable...

In such small dimensions it becomes more difficult.

Each time you edit it it gets better. Try widenning the yellow part?

The bottom was beginning to look flat.
Okay that looks serviceable. You could probably afford to tilt it more but this is a good reference point in case that doesn't work out.

Actually, I agree with you there, the cylinder split thing doesn't look right.
